Some of the factors dictating the crisis are decisions made explicitly by the EU (ambitious initiatives to decarbonise the primary energy reserves), while there are other unprecedented issues (the COVID-19 Pandemic and the Russian invasion of Ukraine) that have further worsened the situation.
